The Department of Trade and Industry is urging Filipino online shoppers to use available verification and complaint tools as e-commerce becomes more crowded with legitimate stores, misleading listings and scams. A practical checkpoint is theE-Commerce Philippine Trustmark, a government-issued digital badge for businesses that demonstrate compliance with legal and regulatory requirements. The program remains voluntary for now, but each badge carries a unique QR code that shoppers can scan to check the business and registration details against the DTI’s online database before completing a purchase.

The Trustmark is one layer of protection, not a guarantee that every transaction will be trouble-free. The DTI also operates its Consumer Complaints Assistance and Resolution, orCARe, System for business-to-consumer complaints. Buyers can submit details about the transaction, the seller, the problem and the remedy requested, then attach receipts, invoices, screenshots and message records. The system covers defective products, warranty disputes, deceptive sales practices and misleading promotions, while complaints outside DTI jurisdiction can be referred to another agency.

The Inquirer report said the DTI received about 42,000 consumer complaints in 2025, with the agency estimating that 70% to 80% were resolved through mediation in roughly 10 to 15 days. Consumers may also report allegedly fraudulent e-commerce transactions through theeGovPH app. Those channels make documentation important: shoppers should keep order pages, payment confirmations, delivery records and conversations instead of relying only on screenshots of a seller’s social-media post that could later disappear from view later.

For online buyers, the practical routine is straightforward: check the Trustmark QR code when present, compare seller details, review return and warranty conditions, and keep a complete record of the purchase. The DTI’s guidance does not replace normal caution, platform rules or bank fraud-reporting procedures. It gives consumers a clearer path when a listing, promotion or product fails to match what was promised. As Philippine e-commerce expands, verification before payment and timely complaints after a problem remain important for consumers.
